Footsteps when i ride in a minecart

Steps to Reproduce: ride a minecart with rails on any block under the rail and dismount, then re enter the minecart while it is moving.

expected result: only hearing minecart noises after getting back in the minecart.

actual result: hearing footstep sounds if blocks are under mine rail e.g hearing stone footstep noises if minerail is on stone after getting back in while its moving. NOTE: sometimes you will hear minecart noises with footstep noises. (it only works some times though)
