Walking sound played, when riding in minecart

Summary:
In the latest release and preview/beta, when i try to ride minecart, the walking sound is played, while riding in minecart.

Steps to reproduce:

1. Get in minecart.

2. Start riding on rails (Better to manually ride instead using powered rails).

3. Hear the sound of walking (They're depends on block under the rails).

Observed results:
Walking sounds are played, when riding in minecart.

Expected results:
Walking sounds aren't suppose to be played, when riding in minecart.
