Steps to reproduce this issue:
Create a world in creative mode.
Go to any swamp biome.
Wait for music to play.
Expected result:
If this change is not intentional, survival musics wouldn’t play.
Actual result:
There’s a great chance that survival musics would play even if the player is in creative mode. For me I heard Firebugs for two times, Haggstorm for one time, and Aerie for one time.

In this video, Labyrinthine was played at 1:03 and 1:35.
This world was created in creative mode and never changed to survival mode, I used /locate to find swampland and teleported there, exit and re-enter the world to make the game play music again, and the game played a survival music.
I am not using any resource packs or add-ons.
