The Bedrock and Java capes are out of sync, and they don't even show up on the web

I have a cape and a skin in my Bedrock Edition account, but my Java version and webpage can't be changed and displayed.

And why do I have skins in the Bedrock Edition, and it says that my skins can be synced to other places, but I can't see them in the Java Edition or on the web

I don't even know where my DLC is, it looks the same as the regular version, I don't know what it contains, and whether it works with the java version or not.

It simply doesn't get any worse than that!
