Texture packs getting randomly deactivated sometimes

sometimes, when i open up minecraft with texture packs enabled, the texture packs themselves randomly gets deactivated, idk is it because i had actions and stuffs texture pack enabled which broke minecraft, but whenever i had that texture pack, it got deactivated plus other texture packs happens on 1.21.82

how to reproduce

1. enable texture packs with one being actions and stuffs under global resources

2. close minecraft

3. open up minecraft again

expected result: texture packs should still be enabled

what i got instead is texture packs gets deactivated
