Zombified piglins spawn in wither roses

To reproduce:

Replace the top layer of a section of a nether fortress with netherrack and plant a wither rose on every block. Wait about 30 blocks above and watch the surface with wither roses. It will help to spawn proof everything in spawning range aside from the surface with wither roses.

Expected behavior:

Only wither skeletons will spawn on the netherrack with wither roses planted on it.

Actual behavior:

Zombified piglins frequently spawn on the netherrack with wither roses planted on it. They die pretty quickly due to the wither effect. (Wither skeletons also spawn, which is expected.)
