[MCPE-162247] Zombified piglins can spawn inside wither roses

When I put wither roses in a nether fortress, it should only spawn wither skeletons, but it doesn't happen like in Java Edition.

Steps to Reproduce:

Download and open the attached world
Wait a few minutes

Observed Results:
Zombified piglins and wither skeletons spawn inside the wither roses.

Expected Results:
Only wither skeletons should spawn inside the wither roses.

can confirm for 1.19.40, breaks a few wither skeleton farm designs and makes them more complex.
also just appears that MC-173115 wasn't fixed for all mobs
