Nether Fortress mobs other than wither skeletons can spawn on top of wither roses

does wither skeleton spawn in wither roses now after the fix???

affects 1.16.200.57. Magma cubes spawn in the roses still. Not sure about other mobs

zombified piglins still spawn in wither roses.

1.17.41  zombified piglins still spawn on wither roses.  wither skeletons do not.  dont know if thats WAI.
