[MCPE-97331] Nether Fortress mobs other than wither skeletons can spawn on top of wither roses

I still see blaze, skeletons and zombified piglins still spawn on wither roses. Please see attached photos.

1.17.41 zombified piglins still spawn on wither roses. wither skeletons do not. dont know if thats WAI.
