Villagers do not reset jobs when they should

Villagers when spawned with a spawn egg, commands, or naturally after giving them a job and then saving and quitting, do not change jobs or change trades when the workstation is broken or placed. They are supposed to change, but it doesn't, even when you have never traded with them before which they are supposed to change.
