classic skins will not work

Classic skins for the past couple years, in several locations, connected to different wifi, have not worked for me, not on Chromebook, or mobile(phone and kindle) I also have two friends facing very similar issues.

Sometimes I cannot even select a skin from my photos, (button refuses to work, or is grayed(image three), or it simply will not load) I’ve tried on my current wifi, and through my wifi hotspot from my phone.

normally I can access my photos to select a skin, however it normally says that its not the correct size (first image), but every skin I've tried using is the correct supported size (image two),
