Clouds failing to sync to the players location

After leaving and rejoining a world, clouds do not remain synced to the player's current location. Instead, they appear to return to the world spawn point or a previously cached player location. In some cases, this desync occurs without relogging — clouds simply stop updating their position relative to the player.

Reproduce:
1: create and enter a world
2: fly away from the spawn point
3: rejoin the world and the clouds will no longer be centered around you, but rather an old location or the world spawn.

result:
the clouds do not sync properly to the players location (occasionally happens without relogging needing to re log, the clouds just stop updating their location)

expected:
clouds would stay synced to the player's location after relogging

important notes:
1: it does not affect the vibrant visuals clouds
2: clouds in general also seem to not be rendering nearly as far as they used to
