Grass can spread underneath waterlogged happy ghast

Grass was able to spread to underneath a waterlogged happy ghast. The grass should not have been able to do that because water prevents grass from spreading.

This was on a Realm, observed when playing on Nintendo Switch 2, but is likely an issue on all platforms.
