home menu background doesn't move

When you boot up the game and start off in the home menu with the play Botton, The background which now contains the new happy ghasts does not move like regularly, instead it stays in the same place that it starts. The background is still basically. I checked on the switch counter part of it but the background works and doesn’t have the same issue.
