Hi. I reported a keyboard delay bug on Bedrock but it was marked as RESOLVED even though the issue persists. Can you review it or tell me how to reopen the case? I've had this error for days and I urgently need it fixed.

No. It's still the same (I don't know why they solved it for me) but whenever I open a menu and close it and want to run quickly I always have that delay.
A bug tracker is not a support site and we do not have the resources to provide individualized support. Bug trackers are for tracking issues in the game, not individual players' experiences with those issues. When a report is resolved you need to look at the Resolution and any comments left by staff. If the resolution is "duplicate" it means the issue was already reported. Check the Linked issues for the report where the issue is tracked.
