I have searched for literally hours going from village to village and have not found a single cartographer. Additionally I have done the same with desert temples and have not found a single book of mending.

Henry did you check all of the white coat villagers to see if they are cartographers or not? Or did you just never get a white coat?

However, this issue has been closed as Cannot Reproduce.
We were unable to reproduce the problem you are describing in the latest version, cartographers and treasure enchants are appearing.

I'm not sure if this is true or not, but I spawned probably over 100 villagers by using a spawn egg and not a single cartographer appeared, so this might be an actual problem.
