Encounters was added to Bedrock and Java at the same time as a room that generate in the Trial Chambers hallways. But it was temporarily removed from Bedrock and never came back.

However, this issue is Working As Intended.
Please note, that mechanics of the game may change between updates.
Things such as graphics, sounds, world creation, biomes, Redstone, villagers, and animals may not work the same in current versions.

Encounters are still in Java Edition, this issue shouldn’t be Work As Intended
They just forgot to add it back to Bedrock Edition
The possible reason why it is intended for now is according to the 1.21.30.24 changelog:
Due to some unforeseen issues, we are reverting the Trial Chambers fixes which were introduced in the (1.21.30.21) Bedrock Preview release
We aim to reintroduce these fixes in a future release, once the core issues has been resolved
Developer's Note: We are reverting these fixes to address some underlying issues that were creating a lot of errors in already generated Trial Chambers. While not an easy decision to make, we're doing this to avoid introducing any of these errors in your existing worlds that would risk breaking them.
Mojang is still planning to add encounters back to Bedrock in a future release. Right now Mojang probably can’t fix those core issues as of the moment as they have to deal with other game content like game drops and other critical bugs right now. The removal of encounters is currently intended for now to prevent the core issues affecting players' worlds in already generated trial chambers.
