Everyone's skin is Steve

After I updated minecraft to the latest version, I tried to play on server, but everyone is steve except me.

I thought maybe it was my connection issue, but this also happens in my own world when I play multiplayer with my friends, they also experience the same thing, Even though we didn't turn on "only allow trusted skins”

Sometimes everything goes back to normal, but only for a moment, then everyone becomes Steve again.
