Dispenser not dispensing but dropping items

The dispenser block is not dispensing items as it should, its dropping items like the dropper instead of how it should be. When dispensing boats it just drops the items instead. The same goes for any “dispensable items“. To reproduce this bug all you have to do is place down a dispenser and put any “dispensable item" in the dispenser and then put a Redstone activator beside the dispenser and watch as the dispenser just drops the item like the dropper does.
