The copper golem puts the mud in the chest because there is mud in that chest but he doesn’t do it with the carved pumpkin because there is no carved pumpkin in the chest but he should be putting if he doesn’t find any chest with the item

This works as intended. Directly from the recent beta and preview 1.21.100.23:
It can place an item in a Chest if it's empty, or if it contains the same type of item it is holding in its hand
It will only place items in a chest with the SAME item or if the chest is EMPTY.
