The bug
The /loot
command has a mine
overload that is meant to run the loot table of a block and create its items. However, it does not work on some blocks unless a tool
is specified that could mine that block. Since tool checks are unrelated to loot tables, this is inappropriate and is contrary to the resolution of MC-138163.
How to reproduce
Stand on a stone block
/loot give @s mine ~ ~-1 ~
Expected result
You should get 1 cobblestone
Observed result
You get nothing
