Some blocks that normally have animations may incorrectly display animations from unrelated blocks.
For example, command blocks may appear with bubble or kelp animations.
I tested this by having a friend use the same resource pack and checking their screen during gameplay. On their device, everything appeared normal.
Because of this, I believe this issue may only occur on certain devices.
Note: This does not only affect command blocks, but potentially any block that uses animated textures. I have rewritten the description to reflect that, and I also added that this issue seems device-specific, which I forgot to mention earlier. Sorry for the confusion.

The resource pack I'm using is this one, which fixes the Japanese text.
Here's a screen recording showing how the animated blocks (e.g., command blocks) display incorrect animations like kelp or bubbles depending on the viewing distance.
This clearly demonstrates the issue.

I also have this exact problem, but it persists well after I turn off all my texture packs. (Over 50 times opening and closing worlds). However, closing Minecraft and then reopening it fixes the issue. I am on Windows 11. I think this started around April.
Here is what I have found:
The texture can change every time a world is opened. That includes the texture being normal.
It can affect almost all textures
If you screen record with Microsoft's game record, nothing is wrong when opening a world. I know this sounds very weird, but I spent over half an hour trying to reproduce the glitch while screen recording, and it never happened. However, once I stopped the recording, it happened right away multiple times.
It also happens on independent and featured servers much more severely as in more textures are changed
In total, the textures I have seen changed are: prismarine, llamas, wandering trader, mooshroom’s mushrooms, magma blocks, (soul) fire, (soul) campfire, sea lanterns, all command blocks, respawn anchors, all sculk blocks, mooshrooms, player inventory, player hotbar, pause screen, any UI button, player model (steve), both bubble collums, kelp, surface of water, nether portals, crosshiar, potion icons, any particles, text background in inventory, and lastly some items get replaced with vertical lines.
I haven’t found a reliable way to reproduce it besides spam opening and closing worlds
All the textures above do change, just didn't get a screenshot of them changing. Not glass or grass. (no unanimated block change texture)
