Since the 1.21.90 update xbox and possibly playstation too are unable to download my custom resource pack when connecting to my velocity network. They load the pack and it errors out and eventually kicks them. In order to connect they have to decline the pack before joining. All other bedrock players are able to download the resource pack without any issues.
