All apparent skins load in as "Steve"

When logging on to servers or worlds it will not show other people's skins or my friends and instead it will be Steve. I had this glitch awhile back but one day it went away but it is now back. When I play the Hive server the add-ons with the back blings still show up fine but their skin is Steve. I have reloaded my game many times but it seems to not help it.
