1. Place a shelf block in the world.
2. Use a water bucket on the shelf block in an attempt to waterlog it.
Observed Result:
The shelf does not become waterlogged, and the water is either placed adjacent to the block or fails to interact.
Expected Result:
The shelf should become waterlogged, allowing water to occupy the same space as the block, consistent with other decoratable blocks in the game.
