The cartographer villager’s second trade of level 2 (apprentice) can be replaced with the same map trade as the first trade of apprentice level, even though the second trade of apprentice level is supposed to be a glass panes trade. To put simply, the same map trade is being repeated.

This works as intended - in 1.21.70 they updated the Cartographers trades so that they can sell maps to different villages. Its just by chance there's 2 village maps and not a glass pane trade.
