Creeper only spawns as a charged creeper

In creative mode, every single creeper I spawn with a spawn egg or summon via command are automatically charged, despite weather not being stormy or any lightning present. Tried spawning in another world, no issue at all. I do have a few add-ons in my world. Could that be the issue instead of being a bug?
