Steps to reproduce
Make a creative mode flat word.
On top of the grass, run
/fill ~ ~ ~ ~30 ~ ~30 end_rod ["facing_direction" = 1]
Fly up about 35 blocks above the grass and look at the end rods.
Expected results
Mobs do not spawn inside the end rods because end rods have collision. End rods should have properties similar to glass and glass panes.
Observed result
Mobs spawn inside the end rods as if the end rods were flowers.
Mobs are spawning on blocks that arenβt supposed to be spawn-able. We are specifically noticing it in the nether, but not limited to.
To reproduce:
Place end rod on top of a block in the Nether, facing upwards
Wait
Expected: End rod stops mobs (like magma cubes & ghasts) from spawning, as the end rod is not a full block according to the wiki: βThere must be a block with a full, solid top surface under the spawn location for the mob to spawn on.β
Actual result: Mobs are spawning on the top of the end rod.
This has been happening on our world since November 2024, we thought a hotfix had possibly fixed it, but noticed today it happening again.

I tried and was unable to reproduce ghasts spawning on a platform covered with end rods.
Please answer the question in the previous comment, and/or provide a world download that we can use to reproduce the issue.

No spawnable blocks within 5 blocks of the end rod. As you can see in the video, the sea lantern is floating in the air, with end rods on all sides. Theres nothing nearby it could have spawned on.
How do I provide a world file?
On Windows you can use the Export world feature at the bottom of the world settings menu while the world is closed.
On Android or iOS you need to use a file explorer to navigate to Device storage > games > com.mojang > minecraftWorlds
On Xbox or Switch the only way is to upload it to a Realm, and then download the world on Windows 10 or Android/iOS. (Please do not purchase a Realms subscription just to provide a world to us - but if you have a Realm already this may be a viable option if you wish to do so.)
On PlayStation you can follow these steps to copy a world save:
Make sure your BLANK USB stick has been formatted to FAT32
On your PlayStation, go to Settings > Application Saved Data Management > Saved Data in System Storage > Copy to USB Storage Device > Select Minecraft > Select Saved World to copy > Copy
This should then copy the world save to the USB, which you can share to a file sharing site such as OneDrive, and then share the link.

I can confirm that ghasts appear to spawn on top of the end rods that are placed on top of sea lanterns in the world provided. To reproduce, it helps to place a few repeat, always active command blocks that kill piglins, zombified piglins, and magma cubes while you wait for a ghast spawn.
However, the ghasts are actually spawning on the sea lanterns and the being shifted up by the end rods. The actual bug here is that mobs can spawn inside of end rods. End rods are being treated like flowers and other plants instead of like glass.
This issue work as intended, mob can not spawn on the end rod, if you remove the floor mob will no longer spawn. By the way, change this feature will broke some mob farms.
Was able to capture it happening again, but this time the ghast got stuck because it was too close to the ceiling.
Definitely looks like the ghast is spawning on top of the sea lantern, despite it being blocked by an end rod.
