You can eat an apple if you have a full hunger bar in survival mode.

Steps to reproduce the issue

1. Open a world in survival, then eat the apple when you are full bar of hunger.

Expected result

When the full bar of hunger is full, you cannot eat a apple

Actual result

When the full bar of hunger is full, you can eat a apple

Note: if doesn't work this bug, change mode to easy but in survival mode.
