Double tap-issue began with the latest series of minecraft updates, beginning with update 1.21.92, and is still on-going. From what I can tell from googling, it is a re-occuring issue that was last seen a few years ago?

I have to double tap in menu, settings, and inventory, and double tap-scroll to scroll/adjust sliders

You have Text To Speech enabled in Settings > Accessibility. Disable it to fix the issue.
