[MCPE-226737] Placing water on incomplete blocks may create ghost water block

When placing water on an incomplete block such as a wall or trapdoor, there is a chance that the water on the block will disappear but will still create water, and be difficult to pick up

I have this as well , no shader packs or vv, if I spam empty buckets in water I create ghost blocks, it visually looks like an air block I'm the middle of the ocean. It stays that way until re loading the game
