/place command is designated as a permission level two command and can't be used in command blocks.

You cannot use the /place command in command blocks due to command blocks only having a permission level of one. I see no reason why /place should be a permission level two command and thought it may be a bug due to this being a newer command in the game. Me and my friend were hoping to use it to create random, non-uniform generation in our games and worlds but do to this bug we can’t. ):

The command in the attached image is typed correctly with no errors in formatting or spelling, the only problem is the permission level of the command block.
