Can't place block on cauldrons and composters without sneaking

Steps to Reproduce: 

1. Open a world and place a cauldron or a composter

2. Take out a block that can be placed on the block under it

3. Right click the the cauldron or composter

Observed Results: 

The game considers it as interaction with the cauldron, not place block
