Underwater torches (Minecraft Education Features) lack point light in Ray Traced and Vibrant Visuals Graphics modes

Steps to reproduce in Vibrant Visuals:
- Enable Minecraft Education Features in cheats tab
- Enable Render Dragon Features for Creators in Experimentals tab (This allows vanilla point lights to be enabled, no extra resource pack is required)
- Search for Underwater torch and place it down
Observed results:
Compared to Regular torch, copper torch, redstone torch, colored Education Edition torches, etc… all of which feature appropriately-colored point lights, the underwater torch lacks any point light

Expected results:
The underwater torch, like other torches, must have a point light at its tip.

Steps to reproduce in ray traced graphics mode:
Use the Empty-RT-Capable-RP.mcpack provided to enable ray tracing when inside a world
Similar to Vibrant Visuals, all torches (even the newer copper torch) have a hardcoded point light except for the underwater torch.
