Water texture glitch with Deferred Rendering

Upon exiting the water, the surface texture becomes heavily distorted and appears "glitchy" or noisy. The visual bug persists until the player re-enters the water or changes the rendering settings. This issue does not affect the water's appearance when viewed from above without a prior submersion.

I am not sure what you mean by distorted and glitchy. You describe an effect that occurs "upon exiting the water," but most of the video is underwater. Could you record a new video that shows the comparison you mention between before/after entering the water, and before/after changing video settings?
