Some toggles are no longer available from Settings screen

Some toggles are no longer available from Settings screen.

Missing toggles:

• Text To Speech with Device Settings (Accessibility)

• Improved Input Response (Video)

Steps to reproduce:

1. Open Settings, then go to Accessibility tabs or Video tabs

2. Try looking the toggles mentioned above

Expected results:
Toggles mentioned above are available and can be activated/deactivated.

Observed results:
Toggles mentioned above no longer available.
