Resource pack automatically gets deactivated after choosing a configuration

Affects all of the packs.

When you activate a pack and select a different configuration than the default one, it deactivates the pack. But also, it affects to the global resource pack.

Steps to Reproduce

Case 1: World’s resource pack

1. Choose a pack

2. Choose a configuration (subpack)

Case 2: Global resource pack

1. Choose a pack

2. Choose a configuration. (not choosing also could reproduce the issue.)

3. Play in worlds. Maybe 10-15 times
