Parrot on player prevents Nether portal teleportation

Steps to reproduce the issue:

1. Play Minecraft: Bedrock Edition on the specified version.

2. Tame a parrot and make it sit on your shoulder.

3. Build a Nether portal and attempt to enter it.

Expected result:
The player should be able to enter the Nether normally while the parrot remains on the shoulder.

Actual result:
The player cannot enter the Nether portal while the parrot is on their shoulder. The portal appears inactive or blocked.
