Random Textures for animated blocks/UI

Whenever I load into my minecraft world, including servers, all animated textures are completely random. Water and lava and switched between different animated textures, like nether portals and command blocks, and even my UI like hearts or armor are either not there or something like command blocks. One time even a cow had the texture of an orange cat.
