Marketplace DLC and Xbox Child Accounts Not Working

DLC evidently can be connected to child xbox accounts, and doesn't filter permissions through the connected adult xbox account and other connected child accounts.
My family cannot even access purchases I've already made! Worlds generated using previously purchased mash-up packs are now locked on all of my kids' devices except when I am logged into my xbox account. I don't want my kids to have to play logged into MY xbox account – they have their own child accounts linked to mine. This should be sufficient to track family purchases! And the mash-up worlds that were originally purchased on one of my kids' devices? Yup, MY world that uses it is now locked. Please fix!!! This is ridiculous that purchases are now connected to my xbox account. Now if I want to purchase a mash-up pack or a community created world, I have to pay 4 times!! One for myself, and then 3 more times for each of my kids? This isn't acceptable in the slightest. This needs to be fixed asap!

And don't tell me that my kids can just join my worlds (or visa versa) to enjoy the content. We play together, but we also play a lot in separate, individual worlds. Again, this is not acceptable.
