Disabling “Scroll inactive windows when hovering over them” option in Windows no longer works in Minecraft Preview

Steps to Reproduce:

1. In Windows, go to Settings > Bluetooth & devices > Mouse and disable “Scroll inactive windows when hovering over them”

2. Open the Settings menu in Minecraft Preview

3. Open File Explorer or another program

4. Hover over the Minecraft Preview window with the mouse cursor and scroll down

Observed Results:

The game scrolls down.

Expected Results:

The game should not scroll down, just like in 1.21.111.
