Mouse input still interacts with the game, even though it's focused on other programs (i.e. File Explorer, etc.)

When you interact with other programs while the game is open, the mouse inputs still interact with the game, even though it is not focused on the game. The easiest example is when you change your custom skins.

Steps to Reproduce:
1. Open the Dressing Room menu.
2. Go change your custom skin (go to Classic Skins, which is the third row from the top)
3. Click the Import Skin option (the ones with the “grey” template skin)
4. Go find your skin file and try to scroll down. Make sure the file explorer window is above the scroll menu in game.
--> The game also scrolls down, even though you only scroll down in the File Explorer menu.
