Scrolling another program while the game window is unfocused will also scroll the game screen

When you scroll on any program (for example, Notepad) while the game window is unfocused, upon scrolling the program the game screen element under that program will also scroll, additionally, disabling “Scroll inactive windows when I hovered over them” toggle on the Windows settings no longer affect the game, which is not the case on the release version of Bedrock Edition and Java edition.

Steps to reproduce:

1. Open Settings, then unfocused the game window

2. Open any program

3. Try scrolling on the program using the mouse scroll wheel

4. Observe

Expected results:
Nothing happens on the game, since the window is unfocused and the cursor is not on the top of the unfocused game window.

Observed results:
The game screen will also scroll upon scrolling the program.
