Observers that look at powered redstone dust update upon login

Below, I have made a short video which shows the issue, and a redstone build to easily replicate it. Essentially, if an observer is looking at redstone dust which must always be powered, the observer will somehow detect the dust turning on, despite never turning off (in theory).

This issue is NOT caused by chunk borders (bug reports similar to this have been made), because the observer is on the same x- and z-coordinate as the redstone dust (it’s on top).

The test machine is fairly simple: I constantly power a piece of redstone dust with a redstone torch, and an observer is looking at the dust. The torch cannot be powered by anything. If the observer updates, the left dropper, which has an item in it, will fire its item into the right dropper. If the observer doesn’t update, the item remains in the left dropper.

This mechanic has ruined two of my redstone contraptions which rely on changes in signal strength from comparators. Please fix this as soon as possible.
