Steps to reproduce the issue:
Open Minecraft Bedrock Edition.
Go to Settings → Global Resources.
Apply more than 37 texture packs (any combination).
Open the Character Creator and select any custom skin made in the in-game Skin Editor.
Expected result:
Custom skins created in the Minecraft Bedrock Skin Editor should appear correctly, regardless of how many texture packs are applied.
Actual result:
When more than 37 texture packs are active, all custom skins made in the Skin Editor are replaced with the default Steve skin. Reducing the number of active texture packs to 37 or fewer restores the correct skins.
