The chest can't open but the Redstone Comparator still output. on my phone(Android 7.0 , 1.1.2) as same. one image comes from windows 10 , another from phone.

Chest will not open if there is a full block above it.
It should open if you Try glass or half slabs... Stairs will workas well...
Comparator will light if chest has something inside. Redstone output depends on how many it has.
