An ice farm in an ice biome I’ve had for years no longer works on the realm. The entire biome seems to not turn water into ice. I understand this may be related to a recent change but can’t find any info about how ice forms now? It also seems in the same area cauldrons that used to collect powdered snow now turn to water once filled. If this is not a bug, could you link me to information on how it works now?

Did you build any kind of structure above the water/cauldrons?

However, this issue is Working as Intended.
The report you have submitted is working as intended: per the 1.21.100 changelog,
Frozen Ocean surface is no longer entirely covered by ice, and now features patches of open water.
This change implies that the temperature is no longer cold enough everywhere on the surface of frozen oceans to generate ice and snow.
Please note, that mechanics of the game may change between updates.
Things such as graphics, sounds, world creation, biomes, redstone, villagers, and animals may not work the same in current versions.

I tested the ice farm on one of my worlds, but water still turns into ice there:
Windows PC, Bedrock 1.21.114
local world, survival mode (peaceful), cold taiga, Y=91
There must be more factors that influence the behavior.
