When we tie a lead to a mob and try to tie the lead to the fence while we have a fence, the lead is tied to the fence first and then the fence is placed.
Steps to Reproduce:
Obtain any type of fence, a lead, and any leashable mob.
Place a single fence.
Spawn one mob.
Attach a lead to the mob.
Select a fence in your hotbar.
While holding the fence, attach the leashed mob to the already placed fence.
Observed Results:
When attaching the leashed mob to the first fence while holding a fence in the hotbar, an additional fence is placed at the same time. This fence is a ghost block, as you can walk through it, and breaking it produces no particles.
Expected Results:
When attaching a leashed mob to a fence while holding another fence, no additional fence should be placed.

Steps to reproduce
Take any fences, any leash based mobs and leads
Place a one fence and summon any mobs only one
leash the mob and select the fence in hotbar then attach to first fence is already placed
Observed result: Leashed mobs attaching to first fence while holding a player's fence can be place by another fence together
Expected behavior: When a leashed mob attaching to first fence while holding a player’s fence, It shouldn’t be place together
