When we tie a lead to a mob and try to tie the lead to the fence while we have a fence, the lead is tied to the fence first and then the fence is placed.

Steps to reproduce
Take any fences, any leash based mobs and leads
Place a one fence and summon any mobs only one
leash the mob and select the fence in hotbar then attach to first fence is already placed
Observed result: Leashed mobs attaching to first fence while holding a player's fence can be place by another fence together
Expected behavior: When a leashed mob attaching to first fence while holding a player’s fence, It shouldn’t be place together
