Locked items can be stored in shelves

Locked items are supposed to always remain in your inventory. For example, they can’t be placed in item frames or bundles. However, they can be placed in shelves.

How to reproduce

1. Place a shelf block

2. Get some locked items:

   /give @s stick 1 0 {"item_lock": {"mode": "lock_in_inventory"}}
   /give @s stick 1 0 {"item_lock": {"mode": "lock_in_slot"}}

3. Hold the item and use it on the shelf

Expected result

Nothing should happen

Observed result

The item is transferred to the shelf
