Minecraft Bedrock version 1.21.121 is remaining open in the background even though I haven't allowed it.

In app settings, I configured Minecraft to "never run in the background". However, in the most recent version (1.21.120), this setting is being ignored. The game continues to run actively even when I minimize it.

Additionally, I am experiencing abnormal lag that didn't happen before version 1.21.120. My entire computer becomes very slow whenever Minecraft is open or running in the background.
