clicking TAB overwrites the inventory hotbar swap

in my keybinds i use TAB for my 9th slot BUT, when clicking TAB the game switches to the item to the right in my inventory for example i want to place bread in my 9th slot but I place cobblestone there because it was the item to the right cause that's what TAB does it switches the to the nearest clickable button on the right, this is super frustrating in PVP scenarios and just annoying in general. I request to remove this useless feature that TAB does or prioritise hotbar switching over it or make it a feature that you can turn on/off in the keyboard and moues settings section of settings, please and thank you.
